Overview

MSA Strategic Sourcing is looking for a dynamic sourcing specialist, generating and implementing efficient sourcing and category management strategies. You will be responsible for sourcing strategy development, execution of defined category sourcing strategies and performing transactional purchasing activities to meet the needs of internal business partners and drive value for assigned spend categories. You will work closely with suppliers to establish contracts and ensure timely acquisition of goods and services while maintaining compliance with procurement policies and procedures; perform day-to-day processing of purchase requisitions and purchase orders; and provide appropriate support for Global Indirect Category Sourcing Leaders, as required, on arising category management related tasks and contribute to overall category performance targets and corporate goals.

Responsibilities

Description of duties and responsibilities:

 

  • Perform tactical sourcing and contracting activities to fulfill internal business needs for lower-dollar value goods and services.
  • Gather/analyze business requirements and identify and pre-qualify potential sources of supply, ensuring inclusion of small and diverse suppliers.
  • Prepare and send bid solicitations -- Request for Information (RFI), Request for Quotations (RFQs), and Request for Proposals (RFPs) -- in compliance with corporate policies and procedures.
  • Evaluate quotes/proposals and communicate award recommendations based upon pre-defined selection criteria (e.g., benefits/cost savings, quality/service, etc.). Leverage defined negotiation strategies and establishing contractual agreements with selected suppliers using pre-approved category-specific contract templates and clauses.
  • Escalate contract negotiation disputes and points of contention to sourcing management for resolution, as necessary. Assist procurement operations with supplier transitioning and implementation activities, as required.
  • Manage the contract lifecycle in coordination with contract administration and internal business partners; including renewal or termination of expiring contracts and negotiation of contract changes and amendments to terms and conditions, as required. Reroute and facilitate approval of contractual changes, as necessary, and communicate new terms to appropriate stakeholders.
  • Build and maintain strong working relationships to support development of category-specific strategies and delivery of category management presentations.
  • Evaluate category costs and risks, conduct supply market and competitive positioning analysis, and drive category performance improvement opportunities for achieving spend compliance.
  • Continuously develop category subject matter expertise and sourcing capabilities to meet goals for cost management, supplier management, and process improvements.
  • Attend corporate and departmental mandated training in a timely fashion and pursue certification as the need has been identified. Keep abreast of industry, state and federal regulations to maintain compliance with legal protocols and mitigate security/privacy risks.
  • Perform data analysis to identify sourcing opportunities, provide intelligence for organizational planning and initiatives, and report against defined departmental SLAs.
  • Perform any additional ad-hoc tasks or projects as required by sourcing leadership.
  • Willingness to travel up to 10% domestic and international.

Qualifications

Special knowledge, skills and abilities required:

  • Strong analytical abilities.
  • Excellent verbal, written, and formal presentation communication skills.
  • Proven project management skills.
  • Excellent negotiation, influencing, and assertiveness.
  • Strong interpersonal skills; demonstrated success in team environment.
  • Excellent proficiency with Microsoft Office Suite, specifically Excel, PowerPoint and Word.

Preferred:

  • Experience using MS Access, MS Project and SAP R/3 ERP system

Education and experience required:

  • Bachelor’s degree in Purchasing, Supply Chain Management, or related discipline.
  • This position is available at two different career levels based upon experience, education, etc.:
    • Level one: 2 years of relevant experience
    • Level two: 5 years of relevant experience required
  • Experience in sourcing and contracting.
  • Experience in procurement technology and related processes, contract management, and spend analysis.

Preferred:         

  • CPM or CPSM accreditation
  • MBA
